The Victorian Training Guarantee is a government program that helps make vocational education and training more accessible to people who either:

  • don’t already have a post-school qualification (i.e., you have only completed school to year 10, 11 or 12) or;
  • want a higher level qualification than they already have

The Victorian Training Guarantee provides subsidised training for all eligible Victorians, which means course fees are reduced and places on courses are guaranteed.

Your training provider will need to confirm if you are eligible for a subsidised course placement. They do this when you enrol. They assess this using these indicators:

  • you are an Australian or New Zealand citizen, or that you have an appropriate visa to study in Australia
  • if you are school age, that you are undertaking the course as part of a school-based apprenticeship/traineeship
  • you have not exceeded the maximum two government-subsidised courses in one year (including Foundation Skills courses)
  • the two government-subsidised courses are at same qualification level (although this doesn’t apply to pre-apprenticeship course/Foundation Skills list, VCE, VCAL or students start again at same qualification in the same or at another RTO). This also applies once in your lifetime.
  • you are under 20 years of age, or, if you are over 20 years old, you are up-skilling to a higher qualification than your existing qualification
  • Your existing qualifications

With the last point, if you have:

  • No qualifications – you can apply for any two courses
  • Cert 1 – you can do cert 2 level or higher incl apprenticeship/VCE/VCAL
  • Cert 2 – you can do cert 3 level or higher incl apprenticeship/VCE/VCAL
  • Cert 3– you can do cert 4 level or higher incl apprenticeship/VCE/VCAL
  • Cert 4 – you can do Diploma level or higher incl apprenticeship/VCE/VCAL
  • Diploma – you can do Advanced Diploma level or higher incl apprenticeship/VCE/VCAL
  • Diploma – you can do Advanced Diploma level or higher incl apprenticeship/VCE/VCAL
  • Advanced Diploma/ Associate Degree/Bachelor – you can do Graduate Certificate level or Apprenticeship/VCE/VCAL
  • Postgraduate qualification – you can do Apprenticeship/VCE/VCAL

These restrictions apply whether or not you complete the courses.

If you are not eligible for a government subsidised course, then you need to pay full fees for the course.

It is also worth noting that some training providers do not provide government-subsidised course and they only charge full fees for their courses.
